You need to install details in the box and to solder as on the schematic.
To get the transverter worked you have to do some soldering works with a cables and wires. Probably some instruments would be required.
With this transverter you can operate on 144mhz band using any type of the HF radio at 28 mhz. It works any modes such SSB, CW or FM if your radio has them. 
Applying 10 to 15Watts to this transverter on 10m band you get 10 to 12 W output power on the 144MHz band.
